Economy in 2016 could be reduced by 0.2%, says Rosstat statistics. Figure well true, experts say

the GDP Estimate for last year exceeded the expectations of experts. The Russian economy in 2016 could be reduced by 0.2%. This is the first data of Rosstat.
At the same time the Ministry of economy was waiting for a drop of 0.6%, the same forecast was given by analysts of “Interfax”, and minus half a percent predicted by the experts Bloomberg. How objective figure of 0.2%, and why the data was much better than expected?

Also Rosstat has revised the GDP estimate for 2015. According to the statistical service, the economy declined by 2.8%, even though the original assessment that Rosstat gave a year ago — minus 3.7 percent.
