It is assumed that low-income Russians will be given a special card with points that can be spent only on food. The priority list will be those products which are lacking in the diet of this category of citizens, – “fresh and healthy”, that is, different from cheap substitutes. It was assumed that such cards will be put into effect in 2016, but the programme was postponed.
Also in 2018 needy Russians will provide free food in catering establishments – particularly in the dining rooms in various organizations. This program is designed to provide a stable demand for producers. In addition, the introduction of cards will support import substitution – in this case, the products will be paid by the state on the basis of stable demand, said the Ministry of industry and trade.
