Transneft: Russia has violated the agreement on oil transportation – news

“Transneft” has informed FAS Russia about unplanned increase in Belarus tariffs for oil transportation. Also, according to the company, the actions of the Belarusian side violate the existing agreement.

“At present the Russian side in fact made aware about the unilateral decision violates the operating agreement as the provisions of the intergovernmental agreement and agreed methodology (mechanism) of change of tariffs”, – quotes Agency “RIA Novosti” the words of the adviser of the President of the company Igor Demin.

He also explained that the Ministry of Antimonopoly regulation and trade of the Republic of Belarus by the decree of September 28, 2016, has increased the tariffs for Russian oil transit via Belarus on the average on 50%. The decree comes into force on 11 October this year.

According to Igor Demin, the Belarusian “Gomeltransneft Friendship” and “Polotsktransneft Friendship” is not sent to the Transneft requests for unscheduled change of tariffs for transit.

According to this method, if an unscheduled revision of tariffs, the Belarusian side is developing a plan of tariffs and submits them for the approval of Russia, which considers them within two weeks. In the absence of agreement of the unscheduled increase in rates between the organizations of pipeline transport, its size determines the competent authorities of the two countries.

if tariff authorities are not agreed on the size of tariffs, the authorized body of Belarus approves the amount of tariffs for oil transportation by increasing the existing rates of tariffs on the annual average consumer price index for the current year is set by the parameters of the forecast socio-economic development of the Russian Federation, increased by not more than 3%.

Previously “Izvestia” wrote that the head of the company “Transneft” Nikolay Tokarev in the course of conversation with President of Russia Vladimir Putin said that his company is going to divert supplies of oil for export through ports in the Baltic States to Russian ports.

According to Nikolay Tokarev, in 2015 in the Baltic States was handled about 9 million tons of petroleum products, but already this year there was less than -5 million tonnes.

the Head of “Transneft” promised the Russian President that by 2018 the traffic in the area of the Baltic States will be reduced to zero.
