MOSCOW, November 19. /TASS/. The head of the Center for strategic research (CSR) and the Committee of civil initiatives Alexei Kudrin believes that modern technology, specifically the blockchain (the technology of distributed registries – ed.), can completely remove public servants from routine bureaucratic functions and will allow to open human potential.
Kudrin said, speaking at the all-Russian civil forum.
“I think that the new equipment will replace a lot, I think, including in public organizations will replace many of the functions. Now here is the blockchain technology, in fact, taking into account new possibilities of the Internet can completely replace the entire bureaucracy of the state, these are all important issues that require fixing various contracts and agreements. It seems to me that these routine functions we take away the technology and we have to think about what we can do to unlock the human potential”, he said.
the head of the CSR emphasized that unlocking the potential of social capital will be the driver of the future.
“I think we have to go to a new society with a new role of the state as the initiator, as the Creator and creative managers. The next 20 years, the most effective would be a society that will be able to mobilize new opportunities provided by the human personality, human abilities. From the more typical of the industrial era we are moving to a society of knowledge economy”, he concluded.
Kudrin called for increased social status of entrepreneurs.
“This is one of the most important tasks to keep us in the midst of this (business) community were the heroes that they were respected in society. This change in the tradition of our relations,” Kudrin said, responding to a remark that the modern film portrays the Russian businessmen on the negative side.
“it is Clear from the us it took decades brought up this attitude in the Soviet era. It is clear that today we are experiencing the overcoming of this negative status. But it will not change the reality of which I speak,” he continued.
Kudrin added that today the education sphere of life plays an increasingly important role, and noted among the most important qualities of the modern business community and its participation in educational programs and create new environment in the society.
“in fact, the world Stanford, Harvard is all the creation of the business community. The big, rich people invested. We have another University that has the name of prominent businessman. I think in the near future this will happen,” he said.
