MOSCOW, Jan 14 — RIA Novosti/Prime. Russia urgently need to change the tax regime in the oil sector, to introduce a added tax income (JPM) in 2018, said Minister of Finance Anton Siluanov.

“it seems to Me that the question of changing tax regimes in the oil industry — is a question even, maybe, yesterday. We need to make this decision, so if not in 2017, then in 2018 to introduce a new tax regime, at first it may be in the form of an experiment, as we agree, and then distribute it over a list (projects — ed.)”, — said Siluanov, speaking at the debate on taxes in the framework of the Gaidar forum.

“In our view, there is already a decision to go in the oil industry on a new tax regime, we are talking about the transition from severance tax on the PDM. Is the transition to reverse these individual benefits and terminate their (all — ed.), sectoral departments, and not in fact the legislator who decides on the taxes,” he added.

the idea of NDD was the Ministry of Finance. The Agency proposed this mechanism as opposed to a tax on financial result (NFR), which offered energy for depleted fields with low-profit prey instead of the current tax on mineral extraction (met). While the energy Ministry has proposed to initially test the new tax for three to five years, several pilot fields, and then decide whether to extend it to the entire industry. The Finance Ministry insisted that the tax changes it is necessary to enter in the industry immediately.

the Government of the Russian Federation in mid-December announced following the meeting of the state Commission on energy, which was held by Deputy Prime Minister Arkady Dvorkovich, PDM in a pilot mode will work in 2018.

the Agency “RIA Novosti” media group “Russia today” made a strategic information partner of the Gaidar forum.
