Ministry of Finance of Russia has not supported the Ministry of health prepared a draft concept of state policy on combating tobacco consumption for the years 2017-2022. This “news” have informed in the Ministry of Finance.

Also, as noted, the draft concept has no reference to an official document of the world health organization, “which contains a recommendation to increase the share of excise tax in the price of tobacco products to 70 percent of the retail price”.
“the Desire to achieve this indicator may encourage the lowering of prices of tobacco products. In this regard, according to the Finance Ministry, the figure from the project concept should also be deleted”, — said the Agency.
Previously proposed by the Ministry of health, the concept was criticized in the Ministry of industry and trade and several other agencies. Thus, as notes the edition, the Ministry of health is not yet able to submit a document to the government for approval.
