FAS filed a case against the Governor of the Samara region and “Gazprom” – RBK

the Federal Antimonopoly service of Russia (FAS) initiated a case against the Governor of the Samara region, group of persons of OJSC “Gazprom” and the Ministry of energy and utilities of Samara region. This was reported on the website of the FAS.

according to the report, the case was initiated on signs of violation of clause 4 of article 16 of the law on protection of competition (restricting access to the commodity market, exit from the commodity market or elimination from it managing subjects).

As described in the FAS, the Agency received a request from Srednevolzhskaya gas company (SVGK) on the actions of the Executive authorities of the Samara region and the company, which are included in “Gazprom”.

the report stated that in 2011, the Governor and the “daughter” of “Gazprom” approved the revised scheme of gas supply to and gasification of the region, which includes the construction of new gas distribution systems and development of old. FAS notes that the development and adoption of these documents should relate to gas networks “independent organizations” and not only “Gazprom”.

FAS notes that, despite the fact that in the Samara region there are at least two gas distribution organizations — SVGK and “Gazprom gazoraspredelenie Samara”, Samara was taken by the Governor and Gazprom without the consent of the Srednevolzhskaya gas company. Furthermore, the court found that this scheme was SVGK comments, which she handed over to the Ministry of energy and utilities of Samara region, but they were not taken into account.

the Representative of the FAS said in an interview with RBC that the claims directed to the incumbent Governor Nikolai Merkushin. “Preparations for the implementation of the agreement started earlier. But official registration scheme for gas supply and its implementation was with him,” — said the representative office. Nikolay Merkushkin has held the post of Governor of the Samara region in 2012. Prior to that, from 2007 to 2012, the region was headed by Vladimir Artyakov.

the First hearing is scheduled for February 3, according to the Agency.
