MOSCOW, January 16. /TASS/. The Central Bank revealed in 2016, about 1,600 illegal microfinance institutions (MFIs), the newspaper “news” referring to the press service of the Bank.
“In 2015, the Bank of Russia and its territorial divisions sent to the competent authorities 431 letter by illegal lenders. In 2016, heading for 300-400 requests on a quarterly basis”, – told the edition in a press-service of the regulator. In total, last year the Central Bank transferred to the Prosecutor’s office, interior Ministry and the Federal Antimonopoly service information 1600 such organizations.
according to the newspaper, if the legal micro-Finance company give out micro-credit was available at rates of 600% per annum and use legitimate methods of debt recovery, the interest rates on loans illegal MFIs are approaching 1000%, and collection methods – to criminally pursued.
In August last year, the Central Bank announced work on a bill to strengthen responsibility for illegal microfinance operations. In particular, it provides the increase of administrative fines and introduce criminal liability of individuals with multiple violations. The newspaper notes that are already in the state Duma the bill provides for a fine of 500 thousand rubles, at relapse, this amount may be increased to 5 million rubles.
As reported earlier, first Deputy Chairman of the Central Bank Sergey Shvetsov, in 2015 the Bank of Russia has excluded from the state register of microfinance organisations 1 thousand companies. He estimates that in March last year in the “gray” area had about 4 thousand MFIs, the same number were working legally.
