“When we find areas where we can collaborate, we must confront the behavior of Russia and to defend themselves if Russia decides to act against our interests. The challenges posed by Russia, include worrying statements from Moscow regarding the use of nuclear weapons, breach of contract, the use of a hybrid tactic of war to destabilize other countries and participation in hacking and information warfare. The strengthening of NATO will be fundamentally important in order to confront these challenges, and we need an integrated strategy that strengthens the Alliance and provides the ability of the Ministry of defense (USA) to confront traditional and emerging threats”, — stated in the testimony of Mattis.
