Russia suspends flights of Tajik airlines “Somon air” in the regions of the Russian Federation from 00:00 December 23

the Russian side is suspending the flights of Tajik airlines “Somon air” in the regions of the Russian Federation from 00:00 on 23 December, told RBC press Secretary of Ministry of transport Timur Hikmatov.

December 22 arrived in Moscow the governmental Commission under the leadership of head of Department of civil aviation of the Ministry of the Republic of Tajikistan Rahmon Yusuf, told RBC in the Ministry of transport of the Russian Federation. Representatives of aviawest arrived in the capital to continue negotiations with the Ministry of transport.

Earlier Wednesday, the “RIA Novosti” with reference to the Ministry of transport announced the suspension of flights between the two countries since December 22 due to the failure of the Ministry of transport of Tajikistan to grant permission to performance of flights of airline “Yamal” from the airport Zhukovsky in Dushanbe in the winter season 2016/17. The airline was supposed to fly on flights Zhukovsky — Dushanbe and Zhukovsky — Khujand.

on December 21, 23:14 by “RIA Novosti” with reference to the press service of the Ministry of transport announced that Russia has suspended flights to Tajikistan from Thursday, December 22.

Later, at 23:49, press Secretary of the Ministry told RBC that the air service between Russia and Tajikistan restored.

“the Aeronautical authorities of Tajikistan agreed to the flights of airline “Yamal” from the airport Zhukovsky in Dushanbe and Khujand. The negotiations will continue on 22 December,” — said RBC Hikmatov. The dispute between Russia and Tajikistan on the implementation of the flights lasts from Nov. The cause of the conflict is the refusal Dushanbe to agree on the appointment of Russian airlines flying from Zhukovsky.

According to the authorities of Tajikistan, the work of the new airport near Moscow will lead to a unilateral increase in Russia the number of carriers and frequency of flights between Moscow, Dushanbe and Khujand. The Ministry of transport explained that under the agreement the Russian Federation there are two areas in which there are restrictions: it is Moscow — Dushanbe (14 flights per week for each of the parties), as well as Moscow — Kurgan-Tyube (seven flights per week for each side). In these areas, according to the Ministry of transport, we can speak about the conventional “par”, in other directions no restrictions on the number of appointed carriers and flight frequencies.

However, on 7 November, the parties agreed to continue air service. Moscow stressed that “the flights of Russian airlines from Zhukovsky agreed.” According to the agreement, which results in the transport Ministry, in Dushanbe received the appointment of Russian companies on the lines of Zhukovskiy — Dushanbe and Zhukovsky — Khujand. At the time of the negotiations with the carriers from the Russian side became company “Ural airlines” and “Yamal”.

the Ministry of transport considered that the Tajik side was in direct violation of the intergovernmental agreement on air communication. While the Ministry emphasized that the main passengers on these routes — Tajik labor migrants, providing by the Russian Federation to 48% of Tajikistan’s GDP.

Hikmatov RBC reported that the Tajik side in violation of the agreement on air traffic between the two countries and signed the Protocol of November 7, 2016 have not agreed on the flights from the airport Zhukovsky assigned to Russian air carrier — airline “Yamal”.
“In response, the Russian side is suspending the flights of Tajik airlines “Somon air” in the regions in the Russian Federation from 00:00 on December 23,” said Khikmatov.

Counselor of the Embassy of Tajikistan in Russia Sarvar bakhti has failed to promptly give the review of RBC.
