Putin approved the Federal budget for 2017-2019 – TASS

MOSCOW, December 20. /TASS/. Russian President Vladimir Putin signed the law on the RF Federal budget in 2017 and the planned period of 2018-2019, the Document published on the official portal of legal information.

Previously, the budget was adopted by the state Duma and the Federation Council.

the Law on the Federal budget for a three-year period, provides for revenues in 2017 in the amount of 13,487 trillion rubles, expenses – 16,240 trillion rubles. Revenues in 2018 and 2019 is projected at $ 14,028 trillion and 14,844 trillion, respectively, while expenditures will amount 16,039 trillion in 2018 and 15,986 trillion in 2019. The deficit of the Federal budget in 2017 will amount 2,753 trillion and will gradually be reduced to 2,011 trillion in 2018 and to 1,142 trillion in 2019.

the Budget was prepared based on the average price of oil at $ 40 a barrel and inflation does not exceed 4% for the planning period. It is expected that the average dollar in 2017 will amount to 67.5 rubles, in 2018 – 68,7 rubles 2019 – 71,1 RUB.

Social costs

the Document contains a number of provisions concerning the social sphere. In particular, HIV prevention and viral hepatitis B and C will be allocated 17,688 bn in 2017, 17,130 billion rubles in 2018 and 16,757 billion rubles in 2019. Additional funds (3,724 billion rubles for three years) will be allocated for the implementation of the program “Accessible environment” and a system of guarantees for the disabled.

each year it is planned to allocate 25 billion rubles for the program “Modern digital educational environment in the Russian Federation” in the sphere of preschool and General education.

To pre-school education in Crimea in 2017, the government offered to send 7,781 billion rubles in 2017. Subsidies for additional education of children in Crimea will be 2,048 bn in 2017 1,578 bn in 2018 and 1,480 bn in 2019.

More than 13 billion rubles allocated next year to support small business through making a contribution to the authorized capital of Federal Corporation on development of small and medium-sized businesses.

in addition, it is planned to allocate RUB 10.5 billion in one-time payment to veterans of hostilities, the law the state Duma adopted on 11 November.

Support for regions

the Budget includes the allocation of certain types of subsidies to the regions in 2017 in order to balance the budget. According to this allocation, the Crimea will receive an additional 18,653 billion rubles, Sevastopol – 5,165 billion. The third recipient of such a grant next year will be a Chechnya – the amount of subsidies will amount 16,406 billion.

the Amount of budget loans to regions in 2017 and 2018 to be doubled to 200 billion rubles per year. Appropriations for the budgetary credits to the subjects of the Russian Federation in 2019 will remain at 50 billion rubles. The loans will be granted for up to five years.

APC Support

the Budget provides for additional subsidies to credit institutions on compensation of shortfall of their revenues from loans granted to companies working in the field of agriculture, 16,170 bn in 2017, 12,652 bn in 2018, 12,342 bn in 2019. To support agriculture goes further 10,638 billion rubles, including 5 billion rubles in 2017 laid down for the recapitalization of Russian agricultural Bank.
