The Federal Antimonopoly Service (FAS) has prepared a draft decree of the President of Russia on main directions of anti-monopoly policy. According to the newspaper, the FAS head Igor Artemyev urged to call the competition a priority of state policy in 2009. According to the document, the government must, before February 1, 2017 to identify key indicators of the development of competition. Ministries and agencies will have to develop a “road map” to promote competition in their industries. The draft document obliges the state-owned companies and natural monopolies take competition development program among its suppliers.

«Vedomosti” noticed that the decree offers the Russian authorities to accept the economic constraints, such as a ban on the creation of unitary enterprises and the purchase of shares of companies in the competitive markets. The FAS believes that the state should withdraw from the capital of companies in the developed markets of the competition before the end of 2018.

The document also provides for the review of all legislation for the restriction of competition.
