Tkachev: the export duty on grain will be reset from September 23 – TASS

MOSCOW, September 22. /TASS/. The export duty on grain will be reset from September 23, said Thursday on air of TV channel “Russia 24″ the Minister of agriculture of the Russian Federation Alexander Tkachev.

“I want to speak, to inform all villagers and not just traders in the market that from tomorrow (September 23 approx. ed.) reset the export duty,” he said.

the Duty on wheat exports from Russia started to operate from the summer of 2015 After the introduction of a fee formula for its calculation was changed several times. To date the export duty for wheat was 50% of the customs value minus 6.5 thousand rubles, but not less than 10 rubles per ton.

As previously reported TASS, Russian Prime Minister Dmitry Medvedev on 2 September said that the government has decided to zero in two years the export duty on wheat. Earlier, the Ministry of agriculture of the Russian Federation has prepared a draft government decree, according to which proposed to zero export duty on wheat from 15 September 2016 to 1 July 2018 But the release date of the government decision on zero duty has not been made public.

the Russian grain Union estimated the loss of Russian farmers because of the introduction of export duties for wheat in the last season of 50 billion rubles.

this past June 31 agricultural year, Russia exported abroad 33,9 million tons of grain.

Increase power

the Minister noted that the Ministry of agriculture of Russia expects to increase the capacity of grain exports by five million tonnes in two to three years.

“Today we are building infrastructure projects and port facilities for the shipment of grain to Asian markets. After two or three years, I think the situation will make serious progress. This capacity to five million tons,” he said.

According to Tkachev, the achievement of such capacity is due to the unclaimed surplus of grain that accumulated for the last years. “Five years ago we didn’t even dream that there will be surplus grain. I emphasize this surplus. That’s not what we just food or fodder. This is today unused grain within the country,” the Minister explained.

In the 2014/2015 agricultural year, Russia exported about 30 million tons of grain, including 22 million tons of wheat. In the 2015/2016 marketing year Russia exported abroad 33.9 million tons of grain. In the 2016/2017 marketing year this figure may reach 40 million tons, including wheat – 26-30 million tons.

Egypt is ready

Tkachev also said that Egypt is ready to consider the question of reducing the requirements on the content of ergot in imported from Russia wheat at the upcoming September 26 meeting with the Russian side.

“this morning we received information that the Egyptian side is willing to revise and reduce the requirements on the content of ergot (imported from Russia wheat – approx. TASS),” he said.

So, according to Tkachev, “international standards on the content of ergot is much lower than in the Russian grain, so no special obstacles to the admission of domestic wheat to the markets of Egypt should not be. “Our grain is, of course, is” – said the Minister.

In September 2016 Egypt added Russia and Ukraine to the list of countries with identified signs of ergot in wheat. According to the head of the research Institute of plant pathology of the Ministry of agriculture of Egypt Ashraf Khalil, the decision was taken after in some areas of Russia and Ukraine wheat was discovered ergot.
