FAS opened cartel at auction for landscaping adjacent to the Kashirskoye Highway between LLC “TCL Group” Ltd. and “TransLogistik».
According to the press service of the Federal Antimonopoly Service of the Russian Federation in Moscow, in 2013 the Department of capital repairs and the Department of Housing and Public Works held three auctions for comprehensive landscaping adjacent to the Kashirskoye highway, as well as maintenance of green spaces and flower decoration of objects of gardening in the period from 2014 by 2016. The total initial (maximum) contract price amounted to 1.5 billion rubles.
As established in the FAS, LLC “TCL Group” Ltd. and “TransLogistik” during the data exchange auctions for the benefit of each other’s information and use a single infrastructure in applications, price offers and signing the contract.
According to FAS, the conclusion of a cartel agreement between the organizations has led to the maintenance of the auction price, as a result of “TCL Group” has won all three of the auction with a slight decrease in prices and contracted for a total amount of 1 billion 449 million rubles.
In the near future it will be considered to initiate in respect of “TCL Group” Ltd. and “TransLogistik” administrative proceedings.
