If you continue the existing tax policy, Russia will face a shortage of gasoline in the medium term, the vice-president of “Rosneft” Mikhail Leontiev.

«This will inevitably occur as a result of tax a policy that encourages the rejection of recycling in favor of maximizing exports. This model is launched, our regulatory agencies. While the situation is stable, because the investments in the processing have a long cycle. So we still do not feel it, but feel fully in the medium term. We will have a shortage of gasoline in the market, create a policy of regulation, “- he said in an interview with Leontiev,” Russian news service ».

According to him, due to the loss of refining the oil companies abandon it in favor of exports. “This company” Bashneft “has reduced processing by 18%. She did what? Because it is a cost for the company killer “- said vice-president of” Rosneft ».

At the same time Leontiev hopes that when regulators begin to receive objective data from the market, they come to their senses. Nevertheless, he said, the tax maneuver will be consequences for the industry.

The idea of a tax maneuver is to reduce the export duty on oil and oil products, while increasing the tax on extraction of minerals. Also reduced the excise tax on petroleum products.

«Rosneft” is the most consistent critic of the tax maneuver. As already wrote RBC, according to calculations of the expert-analytical group of Marat Uzyakova and Head of modeling and forecasting of the company “Rosneft” Victor Baev, in the long term the tax burden on the oil sector as a result of “maneuver” to increase by 6.5 pp . compared with the case of the tax system in 2014.

«The share of investment in the Russian oil companies with respect to revenue is 12-15%. This means that the removal of the budget of the extra 4-6% of the proceeds will reduce investment programs by 30-40%. And in this case it is not a reduction in relation to any one year of crisis, and to all the foreseeable future “- said the expert.

In June 2015, Rosstat recorded the highest YTD jump in gasoline prices : in just one month, producer prices rose by 10.5%. Previously, the maximum increase in producer prices of gasoline was considered a result of March – while prices have risen by an average of 8,2%.

The price increase has not been uniform in all refineries. For example, in the Leningrad region the producers of gasoline prices rose 3.2%, in the Omsk region – just 17.3%. At the same time in the Tyumen and Sakhalin regions, as well as in Yakutia gasoline producer prices remained at the level of May 2015.
