Russians will protect from the “palm” – BBC

The use of palm oil in the production of products in Russia may be limited. The government is working on “ambiguous” ideas related to this vegetable fat – from tightening up production standards prohibit the use of palm oil in baby food. Due to the scarcity of raw materials and sanctions the popularity of “palm” among producers, including fraud has increased.

The use of palm oil in foods may be limited. On the possibility of new restrictions in the food sector, said Deputy Prime Minister Arkady Dvorkovich.

According to Deputy Prime Minister, currently receives a lot of various proposals related to the use of palm oil.

«Someone says to tighten standards, someone just about transparency, about the responsibility for disclosing information about the content of palm oil in certain products. Someone said that the children’s products must be banned – in products, which are primarily used by children, “- said Dvorkovich.

However, until these, according to Dvorkovich, “ambiguous suggestions” are only at the stage of elaboration.

The need to control the use of palm oil due to the fact that due to his grocery sanctions “popularity” among manufacturers increased sharply.

For example, because of the sanctions confrontation between Russia and the West, as well as a sharp rise in inflation products Russia ranked second in terms of production of margarine in which milk fats are replaced by vegetable, including palm oil, reported Bloomberg.

According to German research company Oil World, the volume of production of margarine in Russia in 2014 increased by 13% to a record 933 thousand. tonnes. At the same time, imports of butter in Russia for the first four months of 2015 fell by 71%.

In addition, various companies started using palm oil in order to reduce costs and to reduce the cost of production to improve its competitiveness. Moreover, such measures are not always legitimate.

Palm oil and other vegetable oils are widely used in milk-product (with the addition of nondairy components that replace milk fat. – “Times”), mainly in cheese and spreads, says the executive director of the National Union milk producers’ Soyuzmoloko “Artem Belov.

«In a situation of shortage of raw materials in the domestic market, which is up 35%, and food sanctions, of course, increased the production of milk-containing products – said the expert. – In addition to the lack of this has contributed to the economy of milk production: these products have become more profitable for the manufacturer. ”

According to “Soyuzmoloko”, in 2014 the volume of production of cheese products (this cheese, manufactured with vegetable fat) increased by 30%, the spread – by 10-15%.

milk-containing products have come to occupy a significant market share, followed by increased demand for palm oil. During 2014 its imports increased by 100 thousand. Tons to 700 thousand.

However, in the present labeling of milk and milk products in sufficient detail spelled out, says Belov. A careful study of packaging consumer can make an informed choice between milk and milk products, so to increase the transparency of the market, or to change the specifications are now required.

According to experts, the main problem of the use of palm oil lies in the fact that unscrupulous manufacturers do not indicate it in the composition of the products, that is fraud.

«The problem of counterfeiting, when, for example, cheese cheese products are issued, does exist – says Belov. – But it is a question of tightening responsibility and increase accountability, including increasing penalties for such violations. Now they are very minor and do not stimulate the manufacturer to become more conscientious ».

Russian officials have tried to legally restrict the use of palm oil in products, in particular, completely prohibit the use in the food industry of palm oil. In late June, the State Duma announced on the preparation of the bill, which was to make the lower house in September this year.

Among one of the initiatives of legislators was to increase the quality requirements of the oil. For example, for food MPs want to allow the use of palm oil with an indicator of damage to one millimole.

Now in Russia there is a norm of 10 units, in European countries – up to two millimoles.

The State Duma Committee on Agriculture and was prepared to support this legislative initiative, said the head of the Committee Nikolai Pankov. “The use of palm oil, especially technical and uncontrollably, in my opinion, makes the food of poor quality, undermines the credibility of the Russian agricultural producers who make quality products”, – he declared.
