In 2015, the cost of utilities in the average in Russia will increase by 8.7 percent. According to the Ministry of Economic Development, an increase in aggregate payment of Russians for utilities in the next two years (2016 – 2017) will not be higher than the inflation rate of the previous year.
It is expected that in 2015 the indexation of tariffs heat supply will be limited to 8.5 percent in 2016 – 5.5 per cent, in 2017 – 4.2 percent. This increase takes into account the compensation of lost revenue heat supply organizations for prior periods, as well as the elimination of cross-subsidization between the electrical and thermal energy when combined generation.
In addition, since 2015 in the field of heating systems offer a way to introduce a new regulation. This method allows to determine the fair value of the thermal energy supplied from alternative boiler consumer. This price is the marginal cost of thermal energy to the consumer, set by the state.
In the Ministry of Economic Development believe that changing the pricing system for heat, a significant increase in tariffs for heat will not happen, because the transition period up to 2020 provided for a uniform distribution growth. For some systems, heating the transition period will extend until 2023.
The following year, growth rates for sewerage and water supply will be 10.5 per cent, in 2016 – 6 percent, and in 2017 – 5.1 percentage.
