The government is talking about withdrawal from the CIS aviasoglasheny – RBC

In the Russian government, the issue of withdrawal from the CIS aviasoglasheny. Such a step could lead to a transfer of powers of the Russian authorities IAC CIS powers accident investigation
 

According to the newspaper “Kommersant” with reference to its sources, in June, Deputy Prime Minister Arkady Dvorkovich instructed to study the transmission of IAC CIS powers of accident investigation by Russian authorities. At the same time Russia may withdraw from the Agreement on Civil Aviation and Airspace Use, concluded within the CIS in 1991, as well as on the conditions of the IAC in the country, which was signed in 1995.

The publication points out, that Russia is beginning to deprive MAK their functions at the end of last year, when Dmitry Medvedev ordered the transfer to domestic agencies function on aircraft certification and their parts. However, there was a problem of personnel shortage, due to which in April the head of the Federal Air Transport Agency Alexander Neradko proposed to hold a meeting in order to attract staff of the IAC for certification.

His objections are and at the Russian Foreign Ministry. The Foreign Ministry believe that the way out of the CIS aviasoglasheny can be regarded as a “Russian disinterest in regional cooperation in the field of civil aviation.” As they say in the message, which is sent to the Ministry of Foreign Affairs Ministry of Transport, the first step is to create a similar independent national structure, and then later withdraw the MAA credentials. Thus, in accordance with the Chicago Convention, this structure should be accountable to the parliament or the government, and to be “outside the aviation authorities.” This fact does not allow to pass the IAC of the CIS as a center to ensure the investigation of accidents at the Ministry of Defense.

Chapter Infomost Boris Rybak, in his commentary, “Kommersant” said that the creation of a national structure from scratch will require significant time and material costs, as well as generate diplomatic problems. He recalled that the establishment of the CIS IAC inherited the resources of the Soviet Union.

The publication indicates that the representatives of the Federal Air Transport Agency, and Arkady Dvorkovich declined to comment, the Ministry of Transport to request the newspaper did not respond with IAC representative could not be reached.
