Ministry agreed on tax reform Russian oil – RBC

Terms and conditions tax reform, providing for the abolition of privileges for oil fields, agreed in general the Ministry of Finance and the Ministry of Energy. Offices remain consistent technical issues

The Ministry of Finance and the Ministry of Energy reached a conceptual agreement on the changes in the taxation of the oil industry and the transition to the added tax revenue (NDM). This “Vedomosti” reported two participants in the negotiations.

Earlier, the ministry could not agree on the procedure for transition to the new regime of new deposits, told companion publication. Ministry of Energy has tried to defend their right to freely decide whether to move to a new regime is necessary. However, the Ministry of Finance, the source said, and insisted on the Ministry of Energy agreed with the mandatory transition to new calculations of all new fields.

Under the new rules NDM will be 50%, and instead of duty and mineral extraction tax will be charged only the mining tax. “With the new parameters of the severance tax burden for mature fields is greatly reduced, and the benefits from the new – slightly increased”, – the newspaper

The representative of the Ministry of Energy told the publication that the issue is still under discussion.. One of the officials said that the final decision will be made at a meeting with Deputy Prime Minister Arkady Dvorkovich, and now there are still technical differences. Representative Dvorkovich said that such a meeting within the next two weeks are planned.

Three federal official confirmed the newspaper that the acceleration of the tax maneuver actively discussed. In 2017, fees are reduced from 2015, according to the law, they will fall to 30%. The Ministry of Finance wants to reset them – automatically disappear and benefits. That is why the oil NDM becomes “a very attractive option,” said the publication consultants involved in the discussions.

Messages that the Finance Ministry is preparing a tax reform for the oil industry, appeared in January 2016. The reform provides for the abolition of benefits for a number of fields. According to Vygon Consulting, a total of various tax benefits are now extended to 198 fields in Russia.
