The Ministry of Labor and Social Protection has begun to create a unified database of applicants for affordable housing from the federal budget on behalf of the Government of the Russian Federation. This is Federal Agency news said the representative office Maria Ushakov .
The goal of creating a single registry of candidates for social housing is to combine databases of different agencies that monitor specific categories citizens. So, for the moment former military base by a different agency, invalids of the Great Patriotic War – another. Consequently, the lists are maintained in a scattered manner. Labor must combine information flow on benefit recipients to effectively monitor the provision of housing, improving living conditions of citizens, as well as to monitor the expenditure of funds from the state treasury.
«multidepartmental tightness can not see the picture as a whole. The Ministry of Labour is planning to unite all departments under his wing to create a single information flow tracking categories of citizens. Among them, disabled, veterans, families with disabled children, and former military », – said Ushakov told FAN.
A ministry spokesman emphasized that the government department will not create a country-wide turn of beneficiaries applying for social housing, and in connection with this line of different categories of citizens will also not be mixed. Nevertheless, the order of reference for regional bases, according to a representative of the Ministry of Labour will remain the same: the subjects of the Russian Federation also has its own database of beneficiaries, which, in turn, receive housing at the expense of the regional budget already. Thus, the regions will continue to maintain their own databases in a separate order.
There are cases where regional authorities, frankly, violated the procedure for obtaining social housing different categories of citizens. In particular, in 2012 in the Lipetsk region scandal erupted, during which it became known that the local officials in older homes purchased at highly inflated prices apartments for orphans. Required by law to orphans square meters, by the way, and were never provided. In total, each apartment overpaid bureaucrats from 300 to 500 thousand rubles from the regional budget. No prizes for guessing which actually happened to these “extra” Dollars. Circumstances of the case and the prosecutor’s office took up the Accounting Chamber, but at the end of proceedings, actions of officials have been recognized only “ineffective».
No less resonant incident occurred in the Sverdlovsk region 2008: local deputies bought luxury apartments in the city center for personal needs at discounted prices. Prices were too low at least half time. As a result of voting at a meeting of the Sverdlovsk Regional Duma deputies decided that buying a home in this way is completely legal activity.
