The Minister of Labour and Social Protection of Russia Maxim Topilin said that 20% of the citizens of the country may be left without pensions, as for them, no one pays premiums to the Pension Fund. He said this in an interview with «Rossiyskaya Gazeta» .
«About 20% of the population of working age, we do not see on the databases of the Pension Fund. We assume that most of these
works, but for them to pay the premiums. This means that in the future they will have no pension insurance “- warned Topilin. 
According to him, if the employer pays for all workers, then the current retirees would have a higher pension.
