The Russian Government may permit to sell alcohol over the Internet, but with bank cards. About this TASS CEO Committee distillers (ABC) Alexander Romanov, who participated in the development of the proposals of the Federal Service for Alcohol Market Regulation (Rosalkogolregulirovanie, PAP).

September 15, Prime Minister Dmitry Medvedev at a meeting requested Rosalkogolregulirovanie and other appropriate agencies to study the feasibility of the ban. Romanov explained that it is about creating virtual stores registry of legal alcohol.

According to him, the idea of ​​compulsory pay for purchases by credit card is aimed at compliance with the law. “Credit cards are not issued to minors”, – he explained. In addition, you can track the time of payment by credit card, which will not allow the couriers to sell alcohol at night.

Violations of online merchants will identify “mystery shoppers,” said Romanov.

A spokesman for the PAP Alexander Kulikov said Tass that the department asked to investigate the mechanism of partial access of alcoholic beverages in a remote trading. “Together with the experts we discuss how to be monitored and adjusted retail sales of alcoholic beverages in case it will probably be carried out remotely,” – said Kulikov.

In the near future, he said, the PAP send to the concerned authorities and requests will accumulate information about it.

Prohibition distance selling alcohol acts in Russia since 2007. Then the government adopted a special resolution “On approval of rules for the sale of goods remotely” to prevent illegal trafficking of alcoholic beverages on the Internet.

However, the ban does not prevent the legal existence of a large number of online retailers and strong alcoholic drinks. One of the owners told RBC that the scheme is often used when a user comes to the store’s website, reserves the alcohol and a contract for delivery of the order. In this case, the contract is required to have a note to the effect that the purchase and sale occurred in a regular store.
