State prohibited customers to buy products of light industry from foreign countries, according to the document. Exceptions are Belarus and Kazakhstan. In addition, the regulation requires that the goods themselves must be made out of materials or “semi-finished”, issued in Russia, Belarus and Kazakhstan.
In the list of prohibited for public procurement of goods fell fabric “products ready textiles, except apparel “, ropes, ropes, hosiery. The ban came pullovers, cardigans and “similar products”, clothing of leather, clothing, shoes, bags, harnesses and other products.
The decree stipulated exceptions. Thus, if such goods or materials to make them are not produced in Russia, Kazakhstan and Belarus, they can buy the public authorities, the resolution says. If such goods or materials makes a single supplier, government customers have to specify it in the description to the notice on the implementation of the procurement. About whether to allow in this case to carry out public procurement with a single party, the regulation does not specify.
Regulation shall enter into force on 1 September 2014. By this time, the Ministry of Industry and Trade should develop rules for issuing conclusions about the absence of the territory of the Russian production of certain goods.
In a note appended to the decision, stated that “the document is intended to support Russian manufacturers of Light industry within the adaptation of individual sectors of the Russian economy with Russia’s accession to the WTO. ” It also indicates that the ban will improve the quality of products that are available for public use.
