The international fight against corruption Transparency International (TI) on Wednesday, January 27, presented the results of the 21st” Corruption Perceptions Index “. Russia ranked it 119th place along with Guyana, Azerbaijan and Sierra Leone.

In the ranking of countries are ranked on a scale of one hundred points. It is designed on its own method of TI, which is based on a combination of publicly available data and the results of a global survey. The index is calculated since 1996. Ratings are ranked on a scale from 0 (seriously corrupt state) to 100 (complete absence of corruption).

To solve the problem, experts TI offers a carefully monitor the application of the law: the problem is not the lack of laws on corruption, which is in each country, and in their implementation. “Laws need teeth, as well as a truly independent press and civil society, who will act in the event of their violation”, – the report says.

In the new ranking, Russia received 29 points, which is two points higher than the level of the previous year. 119 place was her best result since 2012 – when the organization moved to a system stoballnoy rating. Russian forward missed Pakistan and Tanzania, which took 117 th place, as well as Belarus, Moldova and Kosovo.

In 2014, Russia was on the 136-th line rating – the same number of points scored Nigeria, Lebanon, Kyrgyzstan, Iran and Cameroon. In 2013 and 2012 she received 28 points, which corresponds to 127 th and 133 th places.

In the current ranking Russia is mentioned among the countries of the European region with the most complex corruption situation where “bribery often go hand in hand with repression. ” As in Azerbaijan, Kazakhstan and Uzbekistan, the Russian government, “strangles” civil society and independent media, which are designed to prevent corruption, the report said.

Ukraine, like Russia, has also improved its position in the international research: to 142 th place she rose to 130th. Low rates Ukrainian experts TI explained the slowness of the Government in the conduct of new reforms needed.

The countries with the highest corruption perception proved to North Korea and Somalia. The movement has put them on the 167 th place with a score of 8 points. US is rated 16th, Germany and the United Kingdom – 10 th place. Over the past four years has seriously deteriorated the situation in Libya, Australia, Brazil, Spain and Turkey. Improve the position of Greece, Senegal and the United Kingdom.

The TI Corruption is defined as any abuse of power for personal gain. The organization’s experts explain that in the rating movement focused more on expert surveys, rather than on statistics – the number of prosecutions or court cases, as the latter are often irrelevant. Firstly, they are not always available, and secondly, they say more about the effectiveness of law enforcement.

Then, Transparency International findings provoked criticism from the Russian authorities. In particular, a member of the Duma Committee for Security and Anti-Corruption United Russia Ilya Kostunov offered to treat such ratings are skeptical and begin to make their own. Officials have also drawn attention to the vague, in their view, the methodology of the index.

On the eve of Russian President Vladimir Putin held a meeting on the fight against corruption. Among other things, he demanded tough action on the “seizure and forfeiture to the State” property of corrupt officials.

Putin set the task “to stop attempts of bribery” Russian officials “who are” taken in foreign countries. ”
