As noted in the document, regaining control should begin on the first day after the local elections and be completed after a comprehensive political settlement to the end of 2015. At the same time, the document emphasizes, that this condition can be satisfied, subject to paragraph 11 – in consultation and agreement with the representatives of individual regions of Donetsk and Lugansk regions in the Contact Group. In turn, paragraph 11, a set of measures signed by the Contact Group in Minsk includes “constitutional reform in Ukraine with the entry into force by the end of 2015, the new Constitution, involving as a key element of decentralization (taking into account the characteristics of individual regions of Donetsk and Lugansk regions, agreed with representatives of these areas), as well as the adoption of the permanent law on the special status individual regions of Donetsk and Lugansk regions before the end of 2015 ».
