Russia has taken 131 place in the annual corruption perceptions Index, which since 1995 is the international organization Transparency International. Only the index ranks 176 countries. As follows from the materials of the study, which is available to RBC, Russia received 29 points out of a possible 100. The same figure for Iran, Kazakhstan, Nepal and Ukraine. In the 2015 index Russia occupies 119-e a place.

The country fell in the Transparency International index, it has to appear in at least three studies. Human rights activists estimate it is the perception of corruption, and not the level of crime in this area because the corruption often does not come to the attention of law enforcement, police statistics does not allow to fully appreciate the scale of the problem.

in compiling the index in 2016 was used 13 sources, which are collected for 12 different organizations over the last two years. This, in particular, the rating of quality of state management of the African development Bank, world competitiveness International Institute for management development, institutional rating systems, and state policies of the world Bank and a survey of managers of companies, the world economic forum.

No significant changes

Russia’s Position has not changed: in the previous index, the country received the same 29 points. Position change in ranking is due to the fact that this year Transparency International takes into account more countries: index was out of Seychelles, but added Bahamas, Barbados, Brunei, Dominica, Grenada, Maldives, Saint Lucia, Saint Vincent and the Grenadines and the Solomon Islands.

Transparency International noted that Russia has fulfilled ten of the 21 recommendations of the group of States of the Council of Europe against corruption (GRECO), the remaining 11 had been partially implemented. In addition, from 2018 Russia, along with other members of the Organization for economic cooperation and development will begin to automatically exchange financial information with tax authorities in other countries.

Transparency International recommends that the Russian authorities to develop and adopt laws on lobbying activities and on the protection of whistle-blowers, to oblige law enforcement authorities to respond to public and investigative journalism, to increase the independence of election commissions. NCO also advises Russia to begin to work with the international community on the issue of return of assets and the beneficial owners.

a Separate point concerns the independence of the judiciary. Human rights activists demand to ensure the election of presidents of courts and random distribution of cases among judges within their specialization, as well as to achieve independence and economic activities of the courts from the Executive and from the administration of the President.
