DONETSK, July 2 – RIA Novosti. Chairman of the National Council of the self-proclaimed People’s Republic of Lugansk Alex Karjakin said that Kiev enjoys Minsk Agreement to regroup the troops in Donbass.
It was reported earlier, that representatives of the DNI and the LC arrived in Donetsk to discuss violations Kiev Minsk agreements.
“Kyiv uses the Minsk Agreement to regroup. We’ve seen it since September last year, and now see” – he quoted Karjakin Donetsk news agency on Thursday.
The Ukrainian authorities have started in April last year in the Donbass military operation against the coup disgruntled residents of the region. According to the latest UN data, victims of the conflict were about 6.5 thousand people. The settlement of the situation in the Donbass is discussed, including during meetings in Minsk, the contact group, which since last September has adopted three documents governing the steps to de-escalate the conflict.
The last document – on February 12 – in addition to ceasefire, withdrawal of heavy weapons and the establishment of a security zone, obliges the Ukrainian authorities to conduct a direct dialogue with the representatives of the DNI and the LC, in particular, on the issue of local elections in the region, making changes to the Constitution of Ukraine, involving the decentralization of power, as well as on legislative consolidation special status “of individual regions of Donetsk and Lugansk regions”.
