Ukrainian government submitted to Parliament a number of anti-crisis draft laws, in particular the introduction of import duties in order to stabilize the balance of payments and an increase in budget income, according to “RIA Novosti” on December 23. Texts posted on Tuesday night at the site of the Verkhovna Rada, the agency said. Import charges introduced because of the negative balance of payments of Ukraine, a significant reduction in foreign exchange reserves of the National Bank and the need to increase revenues to the state budget, according to the explanatory note. It is expected that this measure will be implemented in accordance with the 12th article of the GATT 1994 (one of the main WTO agreements), which allows you to enter import restrictions for balance of payments. Collect introduced for 12 months from January 1, 2015, is listed in the bill. For foodstuffs rate will be 10%, and for all the others – 5%.
