Print the question of the introduction of a progressive scale of personal income tax is not discussed, said Russian Prime Minister Dmitry Medvedev, speaking at the Gaidar forum on Thursday. “We’re pretty long already agreed not to touch the tax system. At the end of the year, the President said, I said that the question of progress on the tax to incomes of physical persons now in the agenda. But we need someone of his colleagues in the government to say that this issue is being discussed.

Not discussed. More discussion: we have identified eleven priorities for the coming years. The project approach, which we actively translate our governance allows for more efficient allocation of resources and to move forward in these areas,” – said Medvedev, reports “Interfax”

the Government is discussing the issue on a progressive scale of personal income tax and the exemption from income tax of those who receives a salary in the amount of the minimum wage, said on Thursday Deputy Prime Minister Olga Golodets.

“This issue is being discussed. And as I said our main problem now is overcoming the fall in the real incomes of the population and overcoming of poverty of the population, which in this situation was, the exemption from income tax – that would be a real step in raising the incomes of the population”, – said the Golodets. We are talking about those people, “who gets minimum wages”.

the Proposal to discuss, “we were really ready to support it, this situation is calculated,” said Deputy Prime Minister. The minimum wage in Russia amounted to 7.5 thousand rubles. According to Golodets, wages below the minimum wage in Russia is getting 4.9 million people.

a Progressive tax scale existed in Russia from 1992 to 2000, tax rates ranged from 12% to 60%. In 2001, a “flat” tax scale.

the liberal democratic party of Russia, on 11 August 2016 in the state Duma introduced a bill which proposes to establish a progressive scale of taxation on personal income tax. “This bill proposes to set differentiated tax rates on the income of individuals depending on the level of annual income of the taxpayer and to introduce a progressive scale of taxation on personal income tax”, – stated in the explanatory note to the bill.

the Bill proposes to introduce the tax rates in the following amounts: the taxable aggregate annual income of 180 thousand rubles – 0%, from 180 001 to 2.4 million rubles – 13% of amounts in excess of 180 thousand rubles., from 2.4 million rubles to 100 million rubles – 288,6 thousand RUB plus 30% from the sum exceeding 2.4 million RUB from RUB 100 000 001 and above 29 million 568,6 thousand RUB plus 70% of the amount exceeding 100 million rubles.

“I believe that sooner or later a progressive scale should be introduced. The question is – when to introduce it. And this issue should be addressed at the highest level, at the level of the President. Because there are two components – the theme of social justice and the issue of stability of the tax system,” – said the first Deputy head of the faction “United Russia” in the state Duma, member of the Duma Committee on labor, social policy and veterans Affairs Andrey Isaev.
