Authorities have confirmed plans to introduce charges for unemployed citizens – RBC

At the federal level the introduction of a social gathering with the unemployed as a measure to combat informal employment, said the Labor Agency, which quoted the deputy head of the department of Mikhail Ivankov. Mandatory social payment, says the Labor Agency, should be levied on all citizens who have reached 18 years of age. Exceptions are formally placed by employees, registered unemployed, students, pensioners and other preferential categories.

According to available estimates, the “shadow” labor market in Russia can be up to 15 million people. According to Ivankov, illegal employment each year strikes at the economy and hinders its further development. By the end of the year Rostrud, which is administered by the Ministry of Labour plans to legalize more than 4 million workers, working with the regional authorities.

Among the possible measures to legalize labor relations, in addition to the introduction of the collection, the deputy head of the Labor Agency mentioned checking incomes of citizens in the provision of certain types of services, comparing them with the actual amount of pension contributions, as well as legal restrictions on access to public procurement for companies that have a salary arrears and payment of taxes and social contributions is not officially recruited personnel required for work on government contracts. The difficulty with the use of mandatory payments as a method of struggle against “shadow” employment is that it is unclear how it will be determined by the size of these payments, taking into account the variation in the financial situation of non-performing.
