At the federal level the introduction of a social gathering with the unemployed as a measure to combat informal employment, said the Labor Agency, which quoted the deputy head of the department of Mikhail Ivankov. Mandatory social payment, says the Labor Agency, should be levied on all citizens who have reached 18 years of age. Exceptions are formally placed by employees, registered unemployed, students, pensioners and other preferential categories.
According to available estimates, the “shadow” labor market in Russia can be up to 15 million people. According to Ivankov, illegal employment each year strikes at the economy and hinders its further development. By the end of the year Rostrud, which is administered by the Ministry of Labour plans to legalize more than 4 million workers, working with the regional authorities.
