The volume of deposits and funds in the accounts of individual entrepreneurs in Ecoprombank (Perm) and the Art Bank (Vladikavkaz), in which the Central Bank revoked the license in Monday, reached 4.2 billion rubles.

Ecoprombank lost license, as conducted high-risk lending policies associated with the placement of funds in low-quality assets, said the regulator. Due to the poor quality of assets that do not generate enough cash flow, the bank failed to provide timely fulfillment of obligations to creditors and depositors. And the leaders and owners of the bank did not take effective measures to normalize its operations and restore the financial situation, the Central Bank said in a statement.

In late July Ecoprombank reported that he had been an information attack, and then sharply increased flow of customers wanting to withdraw their money early. Soon the bank suspended service cards. In August, the bank began issuing deposits with a week delay.

– In July Ecoprombank deposits decreased by 3.5%, funds of enterprises and organizations – by 9.2% – said Osadchiy. – Due to the liquidity outflow since July 25, the bank violated the instant liquidity H2, and since July 31 – the current liquidity H3. Loss of the bank for 7 months was 400 million rubles.

In 2010, the major share in the capital of the bank owned chemical companies: JSC “Western Ural Chemical Company” (43%), Russia’s largest mining and industrial complex for the extraction and production of potash “Silvinit” (20%), JSC “Mineral Fertilizers” (8%).

On the eve of license withdrawal from Ecoprombank owners of more than 57% of its shares were listed 5 Cypriot companies (listed beneficiaries Cypriots). 23.04% of shares remained with the owner of CJSC “West-Ural Chemical Company” (beneficiaries – Vladimir Nelyubin, Sergey Makarov, Irina Lomakin) Co., Ltd “Cross” (9.55%, the beneficiaries – Sergei Makarov and Sergei Woodpeckers), Inc. “Mineral Fertilizers” (4.37%, the beneficiary – Dmitry Mazepin).

Art Bank lost his license for failure by the credit institution of federal laws regulating banking activities, as well as the regulations of the Bank of Russia. Also, the regulator found evidence of substantial misreporting of data. According to the Bank, Art Bank pursued high-risk lending policies and did not create adequate for risk acceptance reserves for possible loan losses. In connection with the loss of liquidity, the Bank did not provide timely fulfillment of obligations to creditors.

The shareholders of the Art Bank acted Gusov Ruslan (19.88%), Hugaev Igor (19.58%), Ruslan Pliev (19.01%), Lola Azamat (12.39%), Gagloyeva Valentine (11.43%), Tsakulov Ruslan (6.72%), Abaev Robert (5.01%).
