In mid-March, Russian Energy Minister Alexander Novak flew to Tehran for talks. Their purpose, as a source told RBC Energy, was an attempt to persuade Iran to join the agreement. Following the visit to Tehran, the Russian minister said that the freezing of production agreement can be reached, even if Iran did not join him. Later, however, the Crown Prince and Defense Minister of Saudi Arabia, Muhammad bin Salman said that the Saudis are not willing to sign the agreement without Iran. Later, the “Interfax”, citing an unnamed source reported that Russia and Saudi Arabia have been able to negotiate an agreement without the participation of Iran, but this information is not officially confirmed.
